PROBLEM TO BE SOLVED: To record information on a recording medium so as to reduce generation of signals of a servo band without lowering coding efficiency in reproducing information. SOLUTION: Data and random numbers generated with a first random number generator 10, a second random number generator 11, and a third random number generator 12 are added by adders 13-15 of a controller 7, and cumulative values are also calculated by adding random number information indicating respective random numbers, and respective cumulative values (DSV) are accumulated in respective accumulators 17-19. An evaluator 20 performs evaluation by comparing cumulative values accumulated in respective accumulators 17-19, and random numbers of a random number generation system which suppresses the DC most is chosen. By directing an MPX, data which are cumulative values added with random numbers generated from the random number generators of the random number generating system and appended with random number information are stored in a buffer memory 5 and the data are recorded on an optical disk 9.
