The housing has a ceramic base body with a surface opening for a membrane electrode unit, a first fluid channel extending from a lower opening surface opposite a main surface of the membrane electrode unit to an outer surface of the base body, a first wiring conductor, a cover body to cover the opening in a fully airtight manner, a second fluid channel extending from a cover surface opposite the other main surface of the membrane electrode unit to the outer surface of the cover body and a second wiring conductor. The housing has a ceramic base body (16) with a surface opening for a membrane electrode unit (13), a first fluid channel (18) extending from a lower opening surface opposite a main surface of the membrane electrode unit to an outer surface of the base body, a first wiring conductor (20), a cover body (17) to cover the opening in a fully airtight manner, a second fluid channel (19) extending from a cover surface opposite the other main surface of the membrane electrode unit to the outer surface of the cover body and a second wiring conductor (21).
