PROBLEM TO BE SOLVED: To provide a method for designing a road paving material having the electro-magnetic wave reflection coefficient of an objective value. SOLUTION: The method for designing the road paving material has (1) a procedure 1 in which complex-ratio permeability and a complex-ratio dielectric constant in the case of a certain content are assumed and electro-magnetic wave reflection coefficients of an upper layer and a lower layer are computed regarding the upper layer and the lower layer when the content of a microwave absorber is changed, (2) a procedure 2 in which the complex electromagnetic-wave reflection coefficients are measured, (3) a procedure 3 in which the complex permeability and the dielectric constant are determined, and a (4) procedure 4 in which the road paving material having a double-layer structure composed of both layers when the content of the absorber is changed is assumed and the reflection coefficient when electromagnetic waves are projected to the paving material is computed, when the paving material having a two-layer structure in which an absorber is included in each of both layers is designed. A procedure 5 in which the obtained computed value and the reflection coefficient required for the paving material to be manufactured are compared, and the content of the reflection coefficient required for the paving material is determined is included in the method.
