PROBLEM TO BE SOLVED: To provide a method for suppressing foaming in manufacturing an optical fiber preform. SOLUTION: In the method for manufacturing an optical fiber preform, glass microparticles are deposited on the outer surface of a glass rod containing an additive and having a glass region with a refractive index different from that of a pure silica glass; the resultant porous intermediate is heated at a temperature equal to or higher than the transparent vitrification temperature of the glass microparticles and at 1,500°C or lower, thus giving a transparent optical fiber preform.
