PROBLEM TO BE SOLVED: To suppress the illegal use of contents as much as possible which uses the devices other than those of users who have information contents supply contracts.

SOLUTION: In the contents reception and distribution system that uses an IT home appliance having an HDD incorporated, an individual number not to be changed or erased is written on the first layer of a two-layer recording medium at the time of shipping, and a contract open key is prepared by using the individual number at the time of making contents supply contract. An execution open key is prepared from the individual number for every execution of contents by the user and, when the individual numbers of the contract open key and the execution open key are identical, the right of use is provided.
