PROBLEM TO BE SOLVED: To provide a heat-shrinkable polyester-based film expressing good heat shrunken finish and having afunction to reinforce a vessel to which the film is applied when used as a full label and provide a heat-shrinkable label by using the film. SOLUTION: The heat-shrinkable polyester-based film has heat-shrink rates, (A) 10-50% in the direction of maximum shrinkage in 70°C hot water and (B)≥70% in the direction of maximum shrinkage in 85°C hot waterand≤10% in the direction perpendicular to the direction of maximum shrinkage, and (C) 10-20% heat shrink difference▵(%) expressed by formula▵=X<SB>0</SB>-X<SB>10</SB>, wherein X<SB>0</SB>denotes the heat shrink rate in the direction of maximum shrinkage in 95°C hot water and X<SB>10</SB>denotes the heat shrink rate in the direction of maximum shrinkage in 95°C hot water after shrunken in 10%.
