PROBLEM TO BE SOLVED: To determine exposure to a chemical substance such as dioxins at a low cost on the basis of its concentration in blood. SOLUTION: Prior to a work in which a person can be exposed to dioxins, blood is collected from the person engaged in the work, and the collected blood is stored as shown in a step S110. After the completion of the work, blood is collected again from the person, and blood tests are performed on the collected blood as shown in a step S120. On the basis of the blood tests in the step S120, the concentration of dioxins in the blood is measured, and it is determined whether the result of the measurement is normal or not in a step S130. On the person whose result of the measurement is determined anomalous, blood tests are performed in a step S140 on his blood stored in the step S110 to determine exposure in a step S150.
