<p><P>PROBLEM TO BE SOLVED: To realize efficient energy production while performing decomposition processing of a hydrate of natural gas effectively. <P>SOLUTION: The waste heat from a power generating facility 2 is recovered and used for decomposing a hydrate of natural gas into gas and water.
