PROBLEM TO BE SOLVED: To prevent an image quality from being deteriorated by making leakage resistance of an electrostatic charge from the soft elastic body of a developer regulating member to a metallic base material uniform and small without having unevenness in a longitudinal direction. SOLUTION: In a developing device or an image forming apparatus for visualizing an electrostatic latent image formed on an image carrier to a toner image by forming the thin film of toner by suppressing a toner quantity by bringing the top end part of a developer regulating member 2 constituted by sticking a conductive soft elastic body 5 to a metallic base material 3 into press-contact with a developer carrier 1, at least the opposed surface of the soft elastic body 5 sticking to the metallic base material 3 is constituted of a rough surface, and a non-sticking area 6 in which the soft elastic body 5 is contact-energized to the metallic base material 3 by elastic deformation in a press-contact state is provided to the top end part of the developer regulating member 2 brought into press-contact with the developer carrier 1, and the soft elastic body 5 is contact-energized through a non-sticking area 3 without being attracted to the metallic base material in the press-contact state of the developer carrier 1 so as to leak the electrostatic charge, so that desired sticking force at a sticking layer is secured.
