The barrier (10) has a rail (12) held on the hollow top (16) of a support column (18,22). A foot (28) accommodates a lower part (24) of the support column. The column has a lapped joint (20) with the upper and lower portions swiveling on a bolt (30) with a nut (38). A locking screw (40) is inserted in a small diameter bore (42) to hold the column in the upright position. The locking screw may break if subjected to an impact. A safety cover plate (36) is fastened to the upper part of the column, and has a bore through which the bolt passes.
