PURPOSE: An apparatus is provided to prevent increase of vibration of the rotor caused due to the imbalance of expansion between the fixed blade and rotating blade. CONSTITUTION: An apparatus comprises a relative expansion detection unit for detecting expansion of a rotor(171) constituting the shaft of the rotating blade of the turbine and a casing(182) constituting the fixed blade of the turbine; an expansion difference control unit for controlling the imbalance of thermal expansion by adjusting the steam circulation of a boiler in accordance with the expansion state detected by the relative expansion detection unit; a speed control unit for controlling speed in accordance with the relative expansion of turbine, vibration state of rotor and pre-heating duration; an injection valve for uniformly transferring heat all over the surface of the casing; and a switch unit for switching an injection valve control operation into a speed governor control operation upon completion of pre-heating operation.
