An information transmitting system in which objective information can be transmitted through the medium of voice, and an information encoder and an information decoder for use therein. The information encoder 31 converts inputted character information into an intermediate code according to a predetermined encoding system and outputs a voice produced by adding music arrangement information to voice information based on the intermediate code. That voice is transmitted to the receiving side directly or through a medium of broadcast or communication. Upon receiving the voice generated on the receiving side, the information decoder 34 recognizes the waveform of the voice and decodes the intermediate code to reproduce the original objective information. At the time of encoding, the intermediate code is assigned to at least one voice element and at least another element is determined based on the music arrangement information thus obtaining a voice which is not uncomfortable.
