PROBLEM TO BE SOLVED: To provide an excellent cationic polymer having biodegradability and high safety and provide a method for producing the polymer. SOLUTION: Anε-polylysine produced by microbial fermentation is heat- treated in an inert gas atmosphere or in vacuum at≥150°C to adjust the viscosity of 15 wt.% aqueous solution to≥6 mPa-sec and pH to≥10.0.
