PROBLEM TO BE SOLVED: To estimate a true air flow rate from an output of air flow meter when the air flow rate changes suddenly at the time of starting and/or after starting of an internal combustion engine. SOLUTION: Paying attention to that the response delay of a thermal flow meter at the time of starting or operating of the internal combustion engine is caused by the thermal response delay of an air flow sensing part, the thermal response delay of the air flow sensing part is corrected in advance by a correction formula, correction logic composed of at least one time constant and a proportional component of the time from the starting time of the internal combustion engine.
