PROBLEM TO BE SOLVED: To provide a resin treatment agent capable of being enough exhausted, when used in a exhaustion process of a fiber, capable of being enough resinified only by heated in a drying process of the fiber, and capable of furnishing the fiber with excellent shrink resistance, repulsive feelings with washing durability, and water absorption, and to provide a method for treating the fiber. SOLUTION: This resin treatment agent for the exhaustion process of the fiber contains a water-soluble thermally-reactive urethane prepolymer, wherein the urethane prepolymer is obtained by reacting a part of free isocyanate groups thereof with compounds having active hydrogen so as to introduce hydrophilic groups into the prepolymer and by blocking the other free isocyanate groups with blocking agents which regenerate the isocyanate groups when thermally treated.
