PROBLEM TO BE SOLVED: To provide a water holding elastic paved body capable of contributing to the relief of a heat island phenomenon by suppressing the rise of temperature of a paved surface particularly at a city part in summer, i.e., the resulting rise of the atmospheric temperature while maintaining the function of the elastic paved body by providing a water holding property to the elastic paved body using elastic aggregate such as rubber chips, a method of constructing the elastic paved body, and a water holding elastic pavement block. SOLUTION: This water holding elastic paved body 1 is formed in a double layer structure having a water holding layer 2 and an elastic layer 3 stacked on the water holding layer 2 and having elastic aggregate and binder. The water holding layer 2 comprises the elastic aggregate, water absorbing resin, and binder.
