PROBLEM TO BE SOLVED: To enable the effective use of the heating value of a solubilization treatment liquid by hydrothermal treatment of organic waste. SOLUTION: The organic waste 1 is subjected to a high-temperature and high-pressure which reach the subcritical conditions of water in the presence of water 11 in a hydrothermal treatment equipment 6, and the organic waste 1 is solubilized with hydrothermal treatment to be made a solubilizael treated solution 12. Then, a fuel slurry 32a is generated by mixing the solution 12, coarse-grain coal 26, and limestone 30 in a fuel slurry making part 31. The fuel slurry 32a is fed to a pressurized fluidized bed boiler I is a fuel. When the coarse-grain coal 26 is burned in the pressurized fluidized bed boiler I, inflammable components contained in the solution 12 of the organic waste also are burned at the same time to provide a part of heat sources for producing a high-temperature and high-pressure combustion gas 5 and high-temperature and high-pressure steam 40.
