PROBLEM TO BE SOLVED: To provide an electronic mail transfer system that can effectively exclude nuisance e-mails, without the need for users to take troublesome operations and causing a state of disabled reception of required mail. SOLUTION: A nuisance e-mail discrimination section 17 discriminates electronic mail items as being nuisance e-mail items, when the number of local user addresses which are the destinations of the electronic mail items, discriminated by a destination discrimination section 13, exceeds a threshold value and also to be nuisance e-mail items whose total number of electronic mail items with the same senders, titles or data sizes among the electronic mail items stored in a mail storage section 12 exceeds a threshold value. An unsolicited mail processing section 18 transmits confirmation mail to uses as to whether or not the users receive the nuisance e-mail items among the electronic mail items discriminated by the nuisance e-mail discrimination section 17 and whose sender address is not registered in a discrimination unwanted list server 5 and transmits only the electronic mail items, whose reception has been replied by the users via e-mail to an e-mail box 16.
