PROBLEM TO BE SOLVED: To make easy replacement of a carriage, the cutting performance of a rotary blade of which is deteriorated and provide a paper sheet cutting unit whose carriage can be replaced repeatedly and a printer using the unit. SOLUTION: This paper sheet cutting unit is provided with a paper sheet 11, a long fixed blade 18, a rotary blade 20 which can cut the paper sheet 11 by moving along the fixed blade 18 while contacting the fixed blade elastically, the carriage 24, which supports the rotary blade 20, and a long guide member 25, which supports the carriage 24 so as to enable it to reciprocate along the fixed blade 18. The carriage 24 has a first engaging section 24b capable of engaging with a part of the fixed blade 18 and a second engaging section 24c capable of engaging with a part of the guide member 25, and after the paper sheet 11 is cut, the second engaging section 24c of the carriage 24 disengages the guide member 25.
