PROBLEM TO BE SOLVED: To prepare a cosmetic having good sense of use, good dispersibility, water resistance, sebum resistance and good retention of makeup by using a powder obtained by treating the surface with an organopolysiloxane. SOLUTION: It is used the powder surface-treated with a compound represented by the formula: R<1> a Hb R<2> c SiO(4-a-b-c)/2 [wherein, R<1> is a same or different kind of an organic group selected from organic groups consisting of a 1-30C alkyl group, an aryl group, an aralkyl group or a fluorine-substituted alkyl group; R<2> is a 1-6C alkoxy group or a hydrolyzable group-containing reactive group represented by the formula: Cn H2n SiR<3> d (OR<4> )3-d ; R<3> is a same or different kind of an organic group selected from organic groups consisting of a 1-30C alkyl group, an aryl group, an aralkyl group or a fluorine-substituted alkyl group; R<4> is a 1-6C alkyl group; (a), (b) and (c) satisfy the formulas 0.5<=a<=2.5, 0.001<=b<=1.5 and 0.001<=c<=1.5, respectively; (d) is an integer of 0-2; and (n) is an integer of 2-20].
