PROBLEM TO BE SOLVED: To provide mortar which is long in working life, furthermore without generating segregation of material, and excellent in workability. SOLUTION: The mortar consisting of a cement, water reducing agent, thickener, aggregate, and water is measured its mortar flow value under the condition of JASS15M-103, wherein the water reducing agent of which the flow value at 30 min. after mixed is greater than that of just after mixed, and another one of which the value doesn't increase, and/or a cellulose derivative and water soluble natural polymer are contained in the mortar.
