PROBLEM TO BE SOLVED: To obtain a restored image less in the deterioration of image quality from image data subjected to a non-reversible compression processing. SOLUTION: When a bit map pattern coincides with either one of feature detecting bit map patterns for mosquito noise removing processing and jaggy reducing processing, a transformation logic circuit 614 changes the data value of an image signal of an attentional pixel N in an image obtained by expanding image data JPEG compressed by a compression/extension part 207 by referring to the image signal of the attentional pixel N and that of pixels around the attentional pixel N to remove mosquito noise generated at the time of expanding the JPEG-compressed image signal and to reduce a jaggy state on an edge of the image.
