PROBLEM TO BE SOLVED: To solve the problem that there is possibility that the unauthorized loading of a card program on a card is executed by a program load organization since it is possible to freely copy a loading license for loading the card program in a conventional technology. SOLUTION: In this method for loading an application program, a load terminal for providing an application program to a portable information storage medium for a user receives a request for the loading of the application program, and acquires a public key which is previously stored in the portable information storage medium for the user, and transmits acquisition request information for acquiring the use license of the application program whose loading is requested and the public key to a program load server. The program load server for managing an formation storage medium for management in which the use license for permitting the use of the application program is stored instructs the information storage medium for management to encipher the use license by using the transmitted public key, and transmits the use license enciphered by the information storage medium for management to the load terminal. |
