PROBLEM TO BE SOLVED: To provide a recyclable woody base reconstructed by a method having a small environmental load and having a high strength and biodegradability, and a method for manufacturing the same. SOLUTION: The woody base 1 comprises an aggregate of pulp fibers of advanced plasticization and fibrillation in which the respective pulp fibers 3 are highly entangled with each other and strong connecting points 2 between the fibers are formed between the fibrillated fibers in proximity.
