PROBLEM TO BE SOLVED: To provide a high location moving device or the like capable of freely changing the height position of a compact appliance such as a CCD camera elevated at a high location and performing fine adjustment in setting the direction, and easily performing necessary image pickup at high location, survey, etc. SOLUTION: An expandable telescopic pipe stay 1 having predetermined length is supported by a leg part 2, and a block 4 is fixed to a top part 12 of a tubular body 10 at a highest part. A ring body 6 having a movable base 5 is fitted along the tubular body 10 in a vertical movable manner, one end 7a of strings 7 for adjusting the height which is wound around the top block 4 is connected to the ring body 6, and the movable base 5 is movable to a desired height position P by moving the other lower end 7b of the hanging strings 7 for adjusting the height. Strings 8 and 9 for adjusting the direction are connected to the ring body 6, and the movable base 5 is rotatable in the desired direction K by moving the other lower ends 8b and 9b hanging therefrom.
