PROBLEM TO BE SOLVED: To provide a safety report system at low arrangement and operation costs, by which an emergency state is prevented and a report is transmitted to an outer part before a user reports even in the case of a fault whose level is lower than the level to be recognized by a system. SOLUTION: The safety report system is the system for transmitting safety information of the user from an information controller 1 arranged in the house of the user to the report receiving unit of a report receiver via a telecommunication line 2. The information controller 1 is provided with an action detecting sensor 4 which is disposed in the house of the user to detect the action of the user in the house, a habit recording means 5 for recording the action times, the action time and the action period of the action detecting sensor 4, a decision means 6 for estimating the health or life situation of the user from the action times, time and period of the action detecting sensor 4 and a non-operation type report means 7 for transmitting periodical safety information to the telecommunication line 2, based on the health or life situation estimated in the decision means 5.
