PROBLEM TO BE SOLVED: To provide a digital information imbedding device that can imbed electronic watermark information of a large capacity to an image signal while reducing the effect on the image quality. SOLUTION: The electronic watermark information imbedding device of this invention that imbeds electronic watermark information to a coded and compressed image signal and transmits the resulting image signal from a transmitter side to a receiver side, imbeds (13) the electronic watermark information to each I frame in the unit of GOP of a system layer of MPEG image information when an MPEG code compression section 11 compresses the image signal.
