PURPOSE: A pipe apparatus for grouting deep well of underwater is provided to completely shield inner side of the deep well to prevent underwater from being contaminated and blocking water route of the underwater by using packing and expansion tube. CONSTITUTION: The pipe apparatus comprises a grouting pipe(10) having a protruded circular plate at outer circumferential side and for boring a deep well in a large and a small diameters and for forming a fault side between both diameters; and a packing(20) located in lower end of the grouting pipe and closely adjacent to a section with the large diameter to fill cement into the section. The packing is made of a water-expandable rubber to swallow when absorbing water and/or silicon rubber. The apparatus includes a packer(30) located between the pipe(10) and the small diameter(3) to shield inner circumferential side and the small diameter.
