The controllers 2, 3 have an ON line/OFF line function controllable from the outside to stop immediately data packet outputs onto the network by reception of an 'OFF line command' addressed to its own node, and to restore them by reception of an 'ON line command', controls the facility equipment autonomously based on the input value, transfers data required each other via the network, and conducts thereby organically functioned dispersion control. The maintenance terminal conducts a separation operation from the operation screen in the lump a group by a group.
