PROBLEM TO BE SOLVED: To make light emitting of an LED light emitting element semipermanent when traveling a bicycle at night by unnecessistating a primary or secondary battery as a power source of the LED light emitting element incorporated into an irradiating light. SOLUTION: This system comprises the irradiating light, a dynamo for supplying power to the irradiating light and a power supply circuit for supplying power from the dynamo to the irradiating light. The irradiating light is provided with the LED light emitting element in addition to an electric bulb. In the power supply circuit, an electric double layer capacitor for storing a part of power generated by the dynamo and turning on the LED light emitting element is incorporated. When stopping dynamo generation according to a temporary stop such as signal waiting, afterglow by flickering of the LED light emitting element can be semipermanently displayed, even if the primary or secondary battery such as lithium is not provided, and visibility by flickering the LED light emitting element can be confirmed from all the directions of the bicycle.
