PROBLEM TO BE SOLVED: To obtain a PU powder lacquer simply producible, having excellent mechanical characteristics, capable of arbitrarily adjusting a matte effect. SOLUTION: This matte PU powder lacquer comprises 3-25% of polyurea, 35-75% of a polyester resin having 20-250 hydroxyl number, 7-25% of a curing agent composed of a blocked polyisocyanate and/or isocyanurate and/or a uretdione containing at least two functional groups and 1-50% of an auxiliary and an additive.
