摘要 PROBLEM TO BE SOLVED: To provide a Cr based stainless steel with high strength and adequate workability, and a manufacturing method therefor. SOLUTION: The bilayer structured Cr-based stainless steel is characterized by that an outer layer part consists of a mixed structure containing a martensite phase and a retained austenite phase, and an internal layer part substantially consists of a single-phase of martensite structure. The steel comprises 0.05-0.20% C, and 10-16% Cr by mass%, and the outer layer part preferably comprises 0.05-0.5% nitrogen. The method for manufacturing the steel preferably comprises uniformly heating the steel with the above chemical component in nitrogen including atmosphere of hydrogen >=10% by volume, 10% or more and 90% or less nitrogen by volume, and a dew point <=-30 deg.C.
