PROBLEM TO BE SOLVED: To obtain a semiconductor memory in which a write-in time for a group being an object of flash-write can be shortened. SOLUTION: This device is provided with a latch for storing provided with a flash-write function and holding an access level in an address unit, a latch for comparison holding a level for comparison inputted with write-in data at the time of flash-write, and a comparator comparing a level for comparison with each access level individually and permitting or prohibiting write-in processing of data in flash-write with an address unit conforming to the prescribed comparison standard.
