PROBLEM TO BE SOLVED: To use a personal identification device by fingerprint collation even for a person whose fingerprints are difficult to be collated to. SOLUTION: A first collating means 4 collates inputted fingerprint data 1a with registered fingerprint data 2a and a first comparing means 6 judges that collation coincides when the fingerprint whose maximum value of a collation degree 4a is judged as being equal to or larger than a threshold TH exists. Even when the maximum collation degree V does not reach the threshold TH, the collation is not judged to agree, other person error rate FA1 is calculated from the maximum collation degree V and the number N of candidate fingerprints and total error rate FAE is further calculated by taking others error rate FA2 to be held by a second collating means 16 into consideration. Then the start of the second collating means 16 is instructed from the value of the total error rate. An inputted fingerprint number 15a from a ten-key 15 is collated with a candidate fingerprint number 8a and when they agree with each other, the collation is judged to be in agreement.
