PROBLEM TO BE SOLVED: To provide a surface mounting surge absorber that has smaller capacitance and space and can be manufactured simply and a manufacturing method of the same. SOLUTION: A plurality of discharging spaces 5 are provided inside an insulating ceramic sheet layer 3 formed of ceramic material. The surge absorber elements are provided with pairs of the inner electrodes 6 which correspond to each of the discharging spaces 5 and are disposed at an inner electrode sheet layer 4.
