PROBLEM TO BE SOLVED: To again apply recognition processing to the section data of a paper sheet by altering a processing time to a second processing time longer than a first processing time with respect to the image from a paper sheet the characters of which can not be recognized to recoginize characters. SOLUTION: When a recognition part 15 supplies read data from a scanning part 11 by the control of a control part 16 to perform recognition processing, in the control part 16, four recognition units 15a as a part of 24 recognition units 15a are used for an off-line and 20 other recognition units 15a are used for an on-line. The off-line recognition units 15a alter a processing time to a second processing time longer than a first processing time as the short time of the on-line recognition units 15a to recognize characters.
