PROBLEM TO BE SOLVED: To improve impervious effect by placing a bag like fabric form member over a impervious sheet pasted on the recessed surface part of a final disposal site, filling and fixing a flowable filler inside to cover the impervious sheet to excellently protect the impervious sheet for a long period. SOLUTION: The impervious sheet 2 is placed on the whole surface including slope surface in the final disposal site 1 for industrial waste or the like. In such a case, the fabric form member 3 is formed from a double woven bag like fabric member having impervious property and relatively light-weight foamed mortal 4 is filled inside. The fabric form member 3 is formed into a rectangular shape and plural form members are placed over the whole surface including the slope surface in the final disposal site to cover the impervious sheet 2. Each end part of each fabric form member 3 is fixed by piles of fixing concrete on the slope surface. As a result, the protection of the impervious sheet 2 is excellently carried out for a long period of about 15 years and the impervious effect is remarkably improved.
