PROBLEM TO BE SOLVED: To realize a stable ink flight state and to form a small diameter dot by eliminating the size irregularity of flying ink drops. SOLUTION: An image forming apparatus 10 is equipped with an ink carrying roller 18, the opposed electrode 32 opposed to the ink carrying roller 18, the electrode substrate 40 arranged between the ink carrying roller 18 and the opposed electrode 32 and having a plurality of through-holes 42 formed thereto, the recording electrodes 44 formed to the peripheries of the through-holes 42 of the electrode substrate 40 and the common electrodes 48 formed to the peripheries of the through-holes 42 on the ink carrying side of the recording electrode 44 of the electrode substrate 40 and the ink flying from the ink carrying roller 18 through the through-holes 42 is bonded to a recording medium P to form an ink image. In this case, a means for forming an ink meniscus higher than other position at the position opposed to the through-holes above the ink carrying roller 18 is provided.
