PROBLEM TO BE SOLVED: To structure a luminescent device and a screen display device easily miniaturized and flattened. SOLUTION: For instance, an element A to produce a photoelectric effect of emitting an electron by adsorbing light is disposed in a matrix shape. A laser light source C is disposed apart from the element A. This laser light source C is made capable of irradiating laser to each element one by one. A luminescent surface painted with a fluorescent material is disposed so as to face the element A disposed in the matrix shape. For instance, the luminous element B is formed by dividing the luminescent surface to form a matrix shape. A voltage is applied between the photoelectric element A disposed in the matrix shape and the luminous element B. This device emits light as follows. First, laser is made to irradiate a certain photoelectric element by moving the laser light source C. An electron is emitted by the photoelectric effect from the photoelectric element A irradiated by the laser. Since the voltage is applied between the photoelectric element A and the luminescent element C, the electron is accelerated toward the luminous element B. The accelerated electron collides with the luminous element B. The luminescent surface emits light by the fluorescent material of the luminous element B.
