PROBLEM TO BE SOLVED: To easily store character data by a small memory capacity and facilitate decoding and encoding process by dividing the whole characters into character blocks constituted of continued character codes, and making all the character image data in the character blocks into the same data length. SOLUTION: A plurality of characters are divided into a plurality of character blocks (a first - a 10th) according to the degree of compression, and in the respective character blocks, the data length of character image data included in character blocks are different at every character block but in the same character block, they are made in the fixed data length. The housing address of the character image data included in the optical character block is computed based on a character code, the fixed data length at every character block, the number of the character image data at every character block. The character image data are housed in this housing address.
