PROBLEM TO BE SOLVED: To provide a cyber picture book data classifying method with which data collected by an observer can be classified by collecting the knowledge of a lot of persons and can be registered as picture book data. SOLUTION: First of all, the data collected by the observer are fetched and displayed as image data. Next, a category belonging to these collected data is designated, a question is applied for specifying the data under this category and an answer is asked. These data are specified from the results of these question and answer and when the observer himself judges the specified result has sufficient certainty, they are registered in a picture book data base as the picture book data. In this case, when the observer himself can not judge the specified result has sufficient certainty, various spots are temporarily registered in question data as notes. Next, the temporarily registered the picture book data or question data are disclosed through a network, voting of approval or disapproval is asked and when there are the fixed number of approval for a fixed term, these data are registered as the formal picture book data.
