PURPOSE: Provided is an oil-gelling agent for preventing dispersion of oil spill and hazardous chemical liquid, which can separate the same easily by transferring the same into gel. CONSTITUTION: The oil-gelling agent is produced by stirring styrene-butadiene-styrene (SBS) with styrene-isoprene(SI) or each of the SBS and the SI in methanol containing 0.1-10 wt% of at least one surfactant selected from the group consisting of a polyoxyethylene alkyl ester non-ionic surfactant (having HLB of 10 or less), a polyoxyethylene oxypropylene glycol compound, a sorbitan ester surfactant, a sorbitan ester ethoxy compound, a fatty acid ester compound.
