PROBLEM TO BE SOLVED: To provide a fluid controller installed on a high pressure vessel for conducting purge by gaseous nitrogen in which a functional member such as an opening/closing valve can be integrated with a main body for forming a passage. SOLUTION: This controller is provided with two passage forming members 12, 13 respectively having gasket containing recesses 16, 17 and lengthwise passages 18, 19, and abutted with each other. The lengthwise passage 18 of the first passage forming member 12 is set as a through passage, a pipe 21 having a smaller outer diameter than the passage diameter is inserted into the passage 18, so a pipe inner passage 23 and a pipe outer passage 24 communicated with that on the opposite side of abutment end surfaces are formed in the first passage forming member 12. On a tip part of the pipe 21, a gasket 22 engaged in the gasket containing recesses 16, 17 in the abutment end surfaces of the passage forming members 12, 13 is welded.
