PROBLEM TO BE SOLVED: To provide a clutch-cum-brake device having both of a function of a clutch and that of a brake, and capable of being manufactured at low cost and simplifying its maintenance. SOLUTION: A clutch-cum-brake device comprises a driving drum 2 continuously rotated by a motor 21, a power transmission wheel 3 capable of contacting and separating with respect to the driving drum 2 and transmitting the power from the driving drum 2 to a driven device 7 side in contact with the driving drum 2, a brake disc 5 mounted at an opposite side of the driving drum 2 through sandwiching the power transmission wheel 3, and a displacement operating unit 6 selectively contacting the power transmission wheel 3 with the driving drum 2 or the brake disc 5, and the single power transmission wheel 3 is used as both of the clutch device and the brake device.
