PROBLEM TO BE SOLVED: To permit an effective path connection at the time of transfer via an internet network and to improve a speech sound quality or throughput by performing no codec control. SOLUTION: Respective plural exchanges 1-4 are connected to an internet network 5 and plural gateways GW1, GW2... are provided for performing communication via the exchanges 1-4 and the internet network 5 with communication protocol conversion. In this case, at the time of call transfer to transit the state of communication between a terminal 10 accommodated in the exchange 1 and a terminal 20 accommodated in the exchange 2 to the state of communication between terminals 21 and 20 accommodated in the exchange 2, a gate keeper 8 judges the necessity of path switching for setting the call transfer and after the call transfer between the terminals 20 and 21, the communication is performed by a communication path under the control of the exchange 2.
