PROBLEM TO BE SOLVED: To provide an image with excellent resolution by observing the same target by a plurality of satellites with different incident angles. SOLUTION: A plurality of SAR satellites with synthetic aperture radars(SAR) 1, 2,..., N navigates vertically to the paper plane. The observation data gained in each satellite is guided to a SAR image processing system 11 set on the ground, and imaged. At this time, the orbits of the satellites are set so that each satellite has a different off-nadir angleθ1,θ2,...,θN for observing a target 13 on the ground 12. The common spectral area parts of frequency spectra observed by adjacent satellites are overlapped and successively connected to extend the frequency spectrum. The resulting frequency spectrum is used to form a SAR image. According to this, the data necessary for a SAR image formation having a resolution more excellent than the range resolution determined from the bandwidth of transmitting frequency can be gained in a time extremely shorter than in the past.
