PROBLEM TO BE SOLVED: To improve the precision of discrimination of short ruled lines by providing a discrimination processing to an erroneous recognition of short ruled lines as postprocessing of ruled line discrimination. SOLUTION: After binary picture data (1) are subjected to compression processing (2), runs which have a length longer than a prescribed value and come into contact with each other are recognized as a ruled line (3). A rectangle is extracted based on extracted runs (4), and rectangles corresponding to characters are extracted from the inside of this rectangle (5), and ruled lines which come into contact with character rectangles and have a length shorter than a prescribed value are made ineffective (6).
