PROBLEM TO BE SOLVED: To prevent hunting by subtracting a master unfollowable fuel from other fuel demand in order to determine a fuel demand when one fuel is fuel master unfollowable thereby quickening the response of a process even when only one kind is master following. SOLUTION: The circuitry master follows by subtracting actual fuel flow rate under stationary control from total fuel demand based on stationary setting mixed combustion control. When the value to be subtracted is set at an quantity obtained by distributing a fuel demand by a ratio, a mixed combustion control circuit based on the ratio is realized. When both kinds of fuel are master follow-up, switches 23a, 23b are switched b→c and proportional distribution control is realized. When only heavy oil flow control is master unfollowable, the switch 23a is switched a→c and coal demand is determined by subtracting the heavy oil flow rate B from a fuel demand. When only coal quantity control is master unfollowable, the switch 23b is switched a→c and heavy oil demand is determined by subtracting the quantity of coal A from the fuel demand.
