PROBLEM TO BE SOLVED: To facilitate the installation and removal of a movable edge and a fixed edge. SOLUTION: A movable edge 8 fixed to a ram 4 side and its fixing bolt 10, and a fixed edge 11 fixed at a base frame 1 side and its fixing bolt 12, are composed allowable to connect and disconnect, from an opening 17 side formed to the subframe 2 of a hoop member cutter, in the horizontal direction. That is, the movable edge 8 and the fixed edge 11 are made possible to connect and remove directly, without removing a pinch roll 14 and a hopper 13.
