PROBLEM TO BE SOLVED: To provide a film antenna capable of reducing the manufacturing costs through simplification of the manufacturing process and giving a stable output characteristic, a seating sensor using such film antenna, and an air bag control device using the seating sensor. SOLUTION: A film antenna is configured so that a plurality of flat conductors 4 are parallel installed between two rectangular insulating films 3a and 3b. The insulating films 3a and 3b have the same length, and the length of eight flat conductors 4 is greater than that of the insulating films 3a and 3b, and the two ends of each conductor 4 are left exposed. This allows forming a covering part 1 in which the flat conductors 4 are covered with the two films 3a and 3b and a conductor exposure part 2 in which the flat conductors 4 are exposed. A seating sensor and an air bag control device are equipped with at least two such film antennae and sense the change in the electric field between them.
